If they want to change the laws, they have to do so in the state legislature. There have been several attempts in recent years to change the laws, but these have not been successful. But there are some exemptions, such as in certain national parks. The ban on selling alcohol past 2 a.m. is one of the few drinking laws that affect all Americans. Currently, there are 33 states that allow alcohol to be sold until 4 a.m. But even in these states, there is some variation in the time that alcohol can be sold.

What Happens When California Passes a Law About Wine?
On January 1, 2016, California passed AB499, which has the effect of allowing restaurants in California to sell wine and other alcoholic beverages at dinner time. The initiative was supported by the California Restaurant Association and other industry groups. The ban on sales of alcohol at restaurants was primarily introduced to protect the reputation of restaurants in a state where people love to dine out and wine is one of the most popular alcoholic beverages. The restaurant association estimated that only 14% of restaurants could currently offer alcoholic beverages in the evening hours. But, there are no plans for the new law to be extended to other parts of the state, such as the metropolitan areas. It should be noted that the law does not eliminate prohibitions on the sale of alcohol in bars or clubs.
