Ted Gundersen won`t follow players through areas doors – after saving him form the Kitchen he cannot leave without being rescued. Then you must go back and turn the Quest in. After that, quick Travel to North Las Vegas and enter the Casino. Ted will show up with YOU. Go back out and Turn in your Quest. (You can also use the same method to travel from Ultra LUXE to Ultra Las). The Ultra Luxe is a casino located in Las vegas. As you enter, you will see a sign that says “Ultra Luxee”. This casino is located near the north entrance of Ultra Vegas. If you are a VIP member, this casino will have a special room for you to stay in while you play. There are two ways to get to this room.

I don’t think it would hurt to add that he is also trying too hard to keep you from saving Ted.
