If you want to cook briskens slowly without using any liquid (which is what I do), then I recommend cooking them until they are tender. This will make them easier to digest. You can also cook them longer if needed. I would recommend using a slow cooker for this. However, if there is no liquid in your slowcooker, you should add a little water to it. For example, I usually add about 1/2 cup of water when I cook my briskett.
