Why does my roast beef turn out tough?
If beef is cooked fast enough, all the water will evaporate, leaving behind a tough, dry meat. But if it cooks slowly enough (and it should), the protein will dissolve/melts, creating a tender, juicy meat that tastes great. Slow cooking beef ensures that it retains its texture and juicy flavor. This is especially important for those who are sensitive to certain types of foods.

Rests weighing above 8 lbs should cover halfway throughout roating to prevent over browning. Roasts weighting over 6 lbs must be covered half way thru roaring to ensure proper brownness. Cooking at high temperatures causes the fibrous tissue to shrink even more and make the cuts harder. You could get a tough or mushgy pot roast if overcooked. If you want to cook the roast longer, try cooking it in water instead of oil. Water will cause the moisture in fat to evaporate, which will make it easier for you to slice the pieces. Also, if the pan is hot enough, steam will form around the piece of meat. Steam will also help loosen the connective tissue in any tough pieces of beef. Finally, avoid using a pan that has a metal handle. That will damage the surface of your meat, making it difficult to carve.

The USDA suggests that roasting meat to 145°F is safe, while roasters should only do so until the internal temperatures of chuck/ribs and hocks are about 160° F. This is because the fat content in meat varies greatly depending on how it was raised. For example, beef is considered a lean meat, whereas pork is a fatty meat. If you roast a meat too long, there is less fat in it and therefore less cooking time needed to get it to 165° (or 145 °F) internal temp. Also, if the roaster is using a slow cooker, this will likely result in higher internal temps. Lastly, remember to always check the temperature after the final 30 minutes of cooking. You can always add water to bring the temp back down to desired level. Remember to check every 30 minutess after cooking to make sure the thermometer is accurate.
