In a smaller pot, heat the red wine and flour until the flour has dissolved. Slowly pour the roux into the gumbo. Mix all of the ingredients in the pot thoroughly. Then add the water and continue stirring until the mixture thickens. Serve the gumbo on its own or over a bed of rice.
